If you want to see a doctor there without an appointment you have to wait in line way before the said opening hours. I arrived at 6:30 am and waited in line with 10 other patients in front of the building. At 6:45 a nurse opened the door and started taking names. After 20 patients they were officially full for the day (you could put you name on a wait list) that was at 7am! If you are in the first 20 ppl the nurse (who was actually quite sweet) can take your phone number to call you 30 min before your turn so you can go home.
